Position Overview

The Human Resources and Benefits Manager needs to be highly skilled and motivated with a proven history of delivering results. Candidate must have prior successful experience in processing payroll, cultivating positive employee relations, and administering benefit programs. This person will be responsible for the administration of employee benefits in all operations. As needed, provides special guidance and assistance to all employees regarding benefit plans. Surveys industry and/or community to determine organization's competitive position in employee benefits. The candidate will also provide a full range of day-to-day human resources support in the primary areas of payroll, employee relations, recruitment, planning and executing HR activities by developing and implementing policies, goals and systems. This position reports to the Chief Operating Officer.

Specific Responsibilities

Manages recruitment efforts for all exempt and nonexempt personnel, students and temporary employees; conducts new-employee orientations and departing-employees’ exit interviews

  • Administers employee benefits programs. Provides accurate and timely information about benefits and ensures timely enrollment.
  • Ensuresorganizational compliance with relevant laws and regulations, supervises preparation of reports and applications required by federal and state agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management.
  • Manages payroll
  • Maintains accurate and complete employee files
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures
  • Managesprofessional development and performance management programs, providing assistance and advice to management and staff as requested

Education and Experience Required

  • A four-year degree required, Master’s degree preferred
  • Minimum of eight years in a human resources or generalist role
  • At least two years of experience managing payroll processes
  • Knowledge relating to payroll, recruiting, and benefits
  • A minimum of three years performing full-cycle recruiting
  • Previous experience implementing new processes or procedures

 Physical Requirements

  • Lifting responsibilities of up to 10 pounds.


  • Daily activities are conducted in a typical office environment.


  • Must be proficient in Microsoft Office (Word, Excel, Power Point and Outlook)
  • Strong administrative skills
  • Must be self-directed with the ability to multitask and prioritize, work independently and take individual initiative and responsibility for assignments
  • Excellent communication and writing skills, problem solving and analytical skills, organizational skills, and strong interpersonal skills.
  • Must be flexible and adaptive to change
  • Proven ability to maintain confidentiality
  • Ability to provide outstanding internal and external client service
